Review of dispensing at Haddo Medical Group

NHS Grampian is urgently reviewing the continued dispensing of medicines from the Haddo Medical Group. NHS Grampian originally reviewed the continued provision of dispensing from the GP practices in Tarves, Pitmedden and Methlick in early 2012 and again later that year, following the opening of a pharmacy at Tarves in December 2010 .
This new review is a consequence of Lord Doherty’s Judicial Review findings against NHS Grampian (following complaint from Tarves Pharmacy), published on 9 September 2014, in respect of the decision to allow continued dispensing of medicines by the Haddo Medical Group for patients living in all areas except that covered by the Tarves neighbourhood.
NHS Grampian has to decide whether patients who currently get, or are eligible to get, their dispensed medicines from the GP practices at Pitmedden and Methlick have a serious difficulty in accessing dispensed medicines from a community pharmacy.
Please note that you must make clear that this is accessing medicines without reliance on delivery services which cannot be guarenteed as they are not part of the NHS contract.  All local, and many other pharmacies, will deliver but delivery does not form part of the NHS provision requiremnets and could be withdrawn at any time.
Patients who currently get, or are eligible to get, dispensed medicines from their GP practices at Pitmedden or Methlick as well as other interested groups, organisations, elected representatives and contractors to the NHS such as GP practices and pharmacies are invited to contribute to the consultation.

NHS Grampian is urgently reviewing the continued dispensing from the Haddo Medical Group in order to deliver a decision at a special Grampian NHS Board meeting to be held on 16 January 2015.

The National Health Service Regulations covering General Medical Services only permit NHS Grampian to request Haddo Medical Group to dispense for its patients where, after consultation with the Area Pharmaceutical Committee, it is “satisfied that a person, by reason of –
(a) distance;
(b) inadequacy of means of communication; or
(c) other exceptional circumstances,
will have serious difficulty in obtaining from a pharmacist any drugs, medicines or appliances, other than scheduled drugs, required for that person’s treatment…”.
Haddo Medical Group is a small practice with just under 5,000 patients and currently operates from three sites. The main site is located at Pitmedden with branch surgeries at Tarves and Methlick covering a large rural geographical area.
The nearest pharmacy to the practices of the Haddo Medical Group is Tarves Pharmacy with a further nine pharmacies in the surrounding area located in Ellon (2), Fyvie, Inverurie (3), New Deer, Newmachar and Oldmeldrum.
